Abstract

Violence in sports stadiums reached an exceptional severity in the events that took place on May 29, 1985 at the Heysel stadium in Brussels, in which 39 people died and the avalanche caused more than 600 injured. The Council of Europe assumed the realization of a European convention on violence that would adopt the character of a true treaty, completed with an important series of resolutions and recommendations, when the institutions of the European Economic Community, at the same time, issued a series of resolutions, communications under the same will to provide citizens with a high degree of security, combating violence and finally realizing an integrated approach to protection, security and service. The Council of Europe reflects on the updating of the historic Convention of 1985, while the Council of the European Union produces a manual of recommendations for international police cooperation, and measures to prevent and fight against violence, giving a special dimension to cooperation and communication strategy.
