Abstract

When an aircraft is approaches the airport until its taking off, it is required to pay certain quantities, among other the ones named «airport charges».

The enter into force of the Directive 2009/12/EU of The European Parliament and of the Council, of 11 March 2009, incorporates important new things to the Spanish legal code, for example: a compulsory procedure for regular consultation between the airport managing body and airport users or the representatives or associations of airport users is established with respect to the operation of the system of airport charges, a national independent supervisory authority in order to ensure the correct application of the measures taken to comply with this Directive, etc.

This paper is structured in this way: A) An analysis of the main characteristics of the Directive 2009/12/EU B) A study of the policy of the International Civil Aviation Organization (ICAO) on the subject of airport charges C) The importance of air transport and airport charges for the Spanish economy D) Conclusions and proposals.
