The exceptional award of grants is clearly marked or influenced by patterns of political orientation action. That influence is legitimate as long as it is done in order and according to specific parameters to determine whether it is legitimate. This work covers the direct award of course, most complex of all those under the General Law on Subsidies, and seeks to provide a criterion to analyze and interpret it. Furthermore, some minor corrections of the current regulation are proposed, allowing for a more consistent and equal treatment across the country on this issue, that so many controversies and interpretive problems has created.
