Abstract

The need to take a relevant step in terms of new technologies is analyzed through the mandatory implementation of the DEO, or mandatory electronic address, for natural persons, so that when the public Administration must carry out a notification with a natural person in any of its areas, the need to do so at the mandatory electronic address that will be assigned to each citizen of legal age to the Administration notifies with the same is established, avoiding delays in procedures and obstacles by those who do not want receive acts of communication in the event of possible breaches or infractions that determine that other citizens or the Administration itself claim them for them.

The advantages of implementing a «virtual address» and the non-existence of loss of guarantees for the citizen are highlighted, in addition to optimizing it by requiring that its use be bidirectional, both to receive communications by the citizen and to be able to send them to the administration itself.
