Analysis of the new concept that is introduced in the new Housing Law about «homelessness» to define in the new law the situation in which some people lack housing and how this situation is dealt with in the law, but with the need for it is the public Administration that must respond to the problem of the homeless, and this situation does not have to be endured by individuals at the cost of having to endure having their possession withdrawn due to the phenomenon of occupation, hence propose in these lines the concept of «without possession» to refer to the individual who is illegally deprived of his possession by the occupation.
