Abstract

In the present case raises different legal issues arising from the call of the City of Madrid to cover 20 places Management Technical Corps (some under the Public Employment Offer and not others and the problem of different applications involving Spanish citizens and foreigners). Discussed below are several issues of public works contracts to repair and pave several streets in a neighborhood of the city, which are awarded, all at the same company causing a special appeal against that procurement by another entity commercial, producing also a delay in setting out the works and a default implementation of the partial term. Disagreement of a company, holder of surface rights granted to it by Council, with the payment of a fee for the establishment of a security fence on the street claiming that the beneficiary of the work is the Local Entity itself. Finally, we examine an appeal by the Mayor against a decision of the Council of Ministers refusing permission for a referendum on the initial approval of the General Plan Urban.
