Abstract

This case study addresses legal issues arising from an administrative contract for supplies and other goods and services to the Administration. Issues arise on the procedure and award of the contract, the delay in the delivery of the goods due to force majeure and the responsability of the Administration for not receiving the goods in time and place agreed. Issues also arise regarding the encumbrance, public domain use change and use of property belonging to an autonomous body. Finally, there is some discussion on the legality of an administrative action by dividing the object of a service contract into two contracts of the same nature.
