Abstract

The case confronts different questions and juridical problems derived from an administrative procedure put in march for the concession of a few scholarships or economic aids destined for investigative young persons to stimulate the Investigation and the Development. Such questions concern, between other ends, the place of presentation of the requests, to the documents that must be contributed by those, to the disease of the holder of the administrative organ who must solve the procedure, to the consequences of the lack of resolution in term or to the resources interposed by those to those who refused the scholarships to them.
