Abstract

Although delayed, as a consequence of the extension, from January 1, 2017, of the Budgets of 2016, contained in Law 48/2015, dated October 29, dated June 28, 2017, the Law has been published 3/2017, of June 27, by which approves the Law of General State Budgets for 2017.

According to Article 31 of Law 47/2003, of November 26, General Budget, the General Budgets of the State constitute the co-ordinated, joint and systematic expression of the rights and obligations to be settled during the year for each of the bodies and entities that are part of the public sector. As a result, Law 3/2017 contains expenditure authorizations and income forecasts, the basic components of which, in the area of ​​Social Security, are, for the share of expenditure, pensions, while the main source of financial coverage is the contributions.

Accordingly, title IV of Law 3/2017 is devoted to the revaluation of benefits, while title VIII lists the bases, rates and other specialties relating to the contribution to the Social Security, if well, in both cases, the novelties included in the General Budget Law of the State for 2017 are scarce, since the pension revaluation rules, or the determination of most of the components of the contribution, are already had previously approved, based on the provisions of the General Social Security Law or Royal Decree-Law 3/2016, of December 2, which adopts measures in the tax field aimed at consolidating public finances and other urgent social measures.

In addition, and as is usual, the General Budget Law of the State for 2017 is not limited to the establishment of expenditure authorizations or income forecasts, but rather, as a consequence of its character as a material law, it regulates other matters related to Social Security, in the areas of protective action, management, the duty of information to the Social Security management entities or the regulation of certain special regimes, all of which are analyzed in this paper.
