The necessary reorganization of the field of unemployment's assistance protection: A reflection about the benefits and subsidiary helps' regulation

Abstract

The current unfavorable circumstances resulting from the economic crisis have highlighted the shortcomings of the traditional model of unemployment protection to deal with the problem of the lack of resources of an important sector of the population, due to the high rates of unemployment. As a way of solving was put into practice, in the emergency legislation, a succession of circumstantial of economic benefit, aimed to cover the situation of need and the reintegration of unemployed persons, with the aim of strengthening the security network in the face of the persistence of the crisis. This study presents an analysis of the existing gaps and deficiencies in the regulatory of these benefits, which can explain their low incidence on the unemployed population and the need for a reorganization of the frame of unemployment’s care protection.
