Abstract

On December 15, 2014, was signed between the Government, business organizations CEOE and CEPYME and CC. OO. and UGT the special activation program for use with a specific content of guidance, training, retraining and/or recognition of work experience, accompanied by a protective measure, intended to facilitate the reintegration of the long-term unemployed with dependents. This agreement has been reflected within days by Royal Decree-Law 16/2014, of 19 December, which regulates the Activation Programme for Employment, which includes the specific measures that affect Program unemployed applicant in areas such as, requirements, assigning a mentor to trace a personalized individual itinerary in search of employment or the possibility of reconciling the accompanying financial assistance referred to paid employment.

These and other issues of interest to the program will be analyzed in detail in this review.

The aforementioned royal decree-law also includes some bordering measures on unemployment benefit, as with the exemption from quotas to a certain percentage, aimed at companies that extraordinary circumstances, such as a fire, are forced to suspend employment or reduce working hours of their workers. As undoubtedly stems from the serious fire that underwent the company Campofrío in the workplace of Burgos and has left many workers unemployed.

Finally, other issues that modify certain labor standards and social security relating to contracts in training and learning requirements of the Active Insertion Income, corporate responsibility in the payment of benefits and reimbursement of undue benefits for the worker and the new included lace placement agencies as associates of Public Employment Services.
