National Youth System Warranty: new instrument for action and support youth recruitment

Abstract

It should be recognized that since the Reformation, 2012 to the so-called Strategy Entrepreneurship and Youth Employment, have created numerous initiatives that have as objectives, job creation, and the facilitation of young entrepreneurship through measures such as the application of bonuses or reductions in social contributions. However, the creation of the National System of Youth Warranty, reaches its peak in these measures for various reasons, among which highlights the participation of all parties involved (companies, public authorities, young people under 25 years old or up to 30 years with disabilities to less than 33 %) through the portal created for this purpose, they have access to all of them. Moreover, the new system is the culmination of a project supported and funded by the European Union. In essence, the National System of Youth Warranty-regulated in chapter 1 of title IV of Royal Decree-Law 8/2014, of 4 July, approving urgent measures for growth, competitiveness and efficiency-establishes the purpose, content, objectives, requirements and procedure for accession to it, and basically involves two courses of action for youth: first, includes performances on enhancing mediation and employability, as well as promoting recruitment and entrepreneurship, on the other, permanent contracts is based, by creating a contract is concluded when a linear full-time bonus of 300 euros applies for 6 months.

The Royal Decree-Law 8/2014 and create the aforementioned system modifies certain labor standards to fit the new model of active employment policies and Activation Spanish Strategy for Employment, also makes several enhancements designed to ease the creation and operation of the placement agencies and temporary employment agencies, and the establishment of bonuses in contracts with part-time training for those linking to contract workers included in the new system for training contracts and implementation of university internships or training.

In sum, it appears that the rules adopted Royal Decree-Law 8/2014, establishing the basis for encouraging the employability of young people, in particular the creation of the new National System of Youth Warranty, although none of the above suspicion could be included in that rule, not include any reference to such a generic title «on urgent measures for growth, competitiveness and efficiency».
