When will we have a real and effective employment policy?: Reflections on the new Spanish Strategy for Employment 2014-2016

The organization of «strategies» in which the main objectives to be achieved are given, pointing out the fundamental lines of action and «planes» where the concrete measures for achieving the objectives outlined in the strategy is the way they have been coordinating employment policies since the European Employment Strategy of Luxemburg in 1997.
Against a backdrop of economic crisis turned into a jobs crisis, the massive unemployment have revealed the inefficiency of employment policies and the need for a profound transformation of the same.
At that need to consolidate and deepen the change to a new model of active policies is to respond with approval two new documents: the Spanish Activation Strategy for Employment 2014-2016 and Annual Plan for Employment Policy 2014, constituting based on the new strategy monito-
ring measures are carried out, evaluating results and making decisions on an informed basis.
Is proposed in this paper, from an analytical, critical and proactive methodology, the study of both measures and the presence or not of the same news of relevance by comparison with its predecessors, and to understand and evaluate the scope and practical effectiveness to see if truly this is a fundamental change in employment policies or only to mere nominal changes or terminology assume that nothing, like it has wanted to understand, a transformation of the culture of employment policies and modernization of public employment services unparalleled in our country.
