Is the economic management of Social Security transferable? Federalism versus single fund

Abstract

The director of this journal, my dear and tireless friend Cristóbal Molina, asks me to give my legal opinion, of course, on the possible transfer of Social Security management powers to the Autonomous Community of the Basque Country, and to be as clear and direct as possible. I am going to try, and the readers will judge whether I have been successful in this endeavour.
