Single fund, enforcement federalism and Social Security deficit

Abstract

The considerable controversy created at the beginning of 2020 by the political agreement to transfer the economic management of Social Security to the Basque Autonomous Community has given rise to an intense debate on this subject, which has been going on since the 1980s and which we can perhaps now approach with new technical and economic elements, always under the scope of the Constitution.
