Abstract

The general consensus when evidence of obsolescence and the weakness of our «active employment policies» in general and «placement policy» in particular, and the discomfort of the European institutions by the slow culmination of a new public-private «partnership model» in the activity of matching supply and demand for employment, is the starting point of the study is developed in the following pages.

It reviews the legislation from 1994 to the recently approved Law 18/2014, of 15 October, has flexible management job placement service, opening it, one way or another, to private companies.

But the content is not limited to making that journey by regulation over time, further in this respect developments have occurred in the current year, but will seek to highlight the main problems involves practical application, with the ultimate objective of keep records of the contradictions and imbalances in both areas derivatives regulation that is neither full nor consistent nor transparent to the set of agents today take part in the intermediation activity.
