Abstract

Royal Decree 1529/2012 of 8 November, which implements training and learning contracts and lays the basis for dual vocational training, regulates aspects of training and learning contracts that need to be implemented, including in particular the formative aspects. Of course, in accordance with the provisions of article 2.11 ET, in dealing with the formative aspects of training and learning contracts, Royal Decree 1529/2012 adopts the methodology of dual vocational training. This is understood as the set of training actions and initiatives combining employment and training that are aimed at achieving the professional qualification of workers in an alternating regimen of work in companies and training provided under the vocational training system or the education system.

However, Royal Decree 1529/2012 not only implements dual vocational training in connection with training and learning contracts but also aims to lay the basis for the progressive introduction of dual vocational training in Spain by reinforcing it within the education system. To this end, in addition to regulating the training and learning contract, this law regulates certain aspects of dual vocational training, which combines teaching and learning in companies and training centres.

In short, in order to meet the goal of laying the basis for the progressive introduction of dual vocational training in Spain, Royal Decree 1529/2012 regulates the two main areas in which dual vocational training currently operates: the training inherent to training and learning contracts, and dual vocational training projects carried out within the education system. The following sections will analyze how dual vocational training is organized in each of these areas.
