Abstract

The measures adopted by Royal Decree-Law 4/2013 to promote the employability of young people are of two types: measures aimed at promoting youth entrepreneurship and self-employment, and measures aimed at fostering recruitment of young people. The second set of measures, which are the subject of this paper, are mainly covered by chapter III of the decree-law under the heading «Incentives to Recruitment». chapter II regulates part-time contracts with training for young people, open-ended contracts offered to young people by micro-companies and by self-employed workers, first-job contracts for young people, incentives for first-job work placement contracts and incentives for integrating young people in social economy organizations. In addition to these measures aimed at fostering youth employment, the decree-law also derogates the prohibition of successive training contracts and allows temporary employment agencies to recruit workers for training and apprenticeship. In this paper we will present the measures described, their aims and the mechanisms established to achieve them.
