Abstract

Following major changes in the field of Social Security in the year 2013 (with the entry into force of the reform introduced by Law 27/2011, of August 1, update, adaptation and modernization of the Social Security with the amendments made by Royal Decree-Law 5/2013, of March 15) and in the year 2014 (through Law 23/2013, of 23 December, regulating the sustainability factor and the rate of appreciation of the system pension of Social Security), 2015 exercise can be described, at least initially, as a year of transition from a normative dimension, which does not preclude that no changes affecting different «plots» are planned for Social Security.

Keep in mind that Social Security is one of the most important chapters of public spending, so the Law 36/2014 of 26 December on the General State Budget for 2015 includes both spending authorizations in this field, 2015, as forecasts of expenditure to meet those obligations.

Through this study we proceed to an analysis of the content, in respect of the Social Security Act collects 36/2014, both as regards the economic and financial aspects (with special emphasis on social contributions) as in the areas of performance or with respect to management. This law has been developing in the areas of pension increases and the contribution to Social Security, through, respectively, of Royal Decree 1107/2014, of December 26, and the Order ESS/86/2015, to January 30, the contents are also included in this work.
